Moroccan Cinema and Audiovisual Policy: Issues, Ambitions, and Practical Constraints

In a global context marked by the rise of digital platforms, the audiovisual landscape is undergoing profound transformation. This shift challenges public policies supporting cinema with a dual objective: integrating new technological dynamics while preserving cultural sovereignty.
This article examines to what extent audiovisual policies implemented in Morocco are able to support and strengthen national film production, in the face of increasing competition from global players such as Netflix, Amazon Prime, and YouTube.
The adopted methodology is based on the analysis of institutional sources (reports from the Moroccan Cinematographic Center, legal texts, international cultural conventions. The study highlights a significant gap between the ambitions expressed by public authorities and the realities experienced by stakeholders in Moroccan cinema.
Despite a clear political will to promote the local audiovisual sector, existing mechanisms often prove to be insufficient, inadequate, or slow to respond to digital dynamics. The limited visibility of Moroccan cinema on international platforms, the fragility of funding mechanisms, and the absence of a structured digital strategy significantly weaken the sector.
This paper proposes several avenues for improvement: more effective regulation of digital platforms, reform of support mechanisms, and the development of a proactive strategy to promote local content at both national and international levels.
