O valor do produto audiovisual – entre o retorno cultural e o retorno financeiro.

Résumé

Brazilian Audiovisual production relies on a public resource called: Audiovisual Sector Fund. Created in 2006, the FSA (on portuguese) has been increasing each year. In 2024, the public policy appointed resources around US$ 165 millions (1 billion, brazilian currency) for investment, which means a huge budget for brazilian market. The main question is that this Fund, officially, expects a financial recoupment that rarely happens. At least, directly from the Box office. Because, indirectlly, there is a high impact for a range of suppliers as food and drink, for example, and also is capable of significant employment. The revenue´s concept strictly economic lays on the necessity of a excessive expenses control by public systems. However, we can notice that the law enforcement “changes” understanding according to the political moment. One of the most significant examples is called: ANCINE + Simples. Approved by President Dilma Rousseff in 2015 as a way to simplify the expenses control, it was working since 2018, when ANCINE – the public department that manages audiovisual investment – was informed that the system was “illegal”. This proposal intents to discuss about the ways that political motivation impacts on brazilian audiovisual market “spoiling” the economic and cultural development. One of our core concepts is, precisely, “spoiler” as it is defined by Stephen John Stedman (Stanford University) at his article “Spoiler problems in peace processes” in which he appoints how damaging is the action of groups who feel threated on their power and interests.
